Currently, Mercy Corps implements in 10 of its states across the north/east and western Sudan.
Project Description:
THABAT is a 6-year project aimed at improving food security and resilience in conflict affected communities in Sudan. THABAT is funded by the Sudan Transition and Recovery Support (STARS) – a multi-donor trust fund and managed by the World Bank. The project is implemented by the World Food Program through Mercy Corps and its partners. The project targets three agro value chains – sorghum, wheat and horticulture crops (beans and vegetables) at selected secure localities of three states in Sudan with high numbers of internally displaced people (IDP). The states include Kassala, Northern and River Nile. The project activities are planned for an initial two years until June 2026.
Consultant Activities:
The Consultant will:
THABAT PP
- THABAT Program Portfolio:
- Lead the consolidation and analysis of quarterly data reports for submission to the World Bank and the World Food Programme (WFP), ensuring data integrity and alignment with donor requirements.
- Spearheading the upcoming Post-Distribution Monitoring (PDM) for winter season seed recipients, designing a methodology to capture key insights on usage and impact.
- Overseeing harvest data tracking and contributing to the analysis of the seasonal agricultural yield.
- Providing technical support and collaboration for the IFPRI team during the THABAT impact evaluation.
- Developing and implementing a system for the timely and accurate updating of baseline data for Farmer Producer Organizations (FPOs), SMEs, and Consumer Cooperatives on the World Bank’s Kobo platform as they are onboarded.
- Data Systems and Analytics:
- Designing and building data pipelines in Azure to streamline data flow and enhance efficiency.
- Developing and deploying PowerBI dashboards for each of the three key project sectors to provide real-time data visualization and facilitate evidence-based decision-making.
- Establishing and enforcing data cleaning protocols in collaboration with MEL Officers to ensure the quality and reliability of all data entered into CommCare.
- Optimizing user groups on CommCare to improve data collection processes and user management.
- Knowledge Management and Capacity Building:
- Providing orientation and training to new hires on the MEL system and broader data management protocols.
- Managing the end-to-end rollout of all monitoring forms on CommCare, ensuring the program team is fully trained and proficient in their use.
- Mentoring MEL Officers to effectively work with Community Enumerator Teams (CETs) and ensure all program monitoring data is collected with a high degree of accuracy.
- Strategic Engagement and Ad Hoc Analysis:
- Responding to ad hoc data requests from the World Bank and WFP, providing timely and accurate analysis.
- Conducting specialized assessments as requested by the donor, such as the Irrigation Needs Assessment for the World Bank, from design to final reporting
Other Programs
- Lead on Final Internal Performance Reviews (FIPRs) for SAFE, SCALE, SPARK
- Coordinate and provide all needed technical and logistical support for Sudan team during the SAFE endline evaluation, partnering with the consultants to understand the project, context, and guide the analysis and sense-making.
- Lead in the design, training, analysis and reporting for SCALE endline evaluation
- Consultant Deliverables:
The Consultant will:
- Collate and share PDM report for THABAT PP
- Collate and share assessment report for irrigation needs assessment among others
- Review, update, clean and share monthly THABAT PP data
- Review and update monthly THABAT PP report as necessary especially MEL session
- Share FIPR report for SAFE, SCALE and SPARK
- Lead and submit SCALE endline evaluation report
- Work with external consultant to share a final SAFE evaluation report
Timeframe / Schedule:
The consultancy is for nine months starting October 1, 2025, through end of June 2026. It is estimated at 160 days LOE.

The Consultant will work closely with:
THABAT PP Director and team, MEL and PaQ teams, Area Managers, Team Leads, Project Leads, MSD Technical Director, Partnerships and New Initiatives Manager, Crisis Analysis Manager, Crisis Analyst among others.
Required Experience & Skills:
- BA/BS degree in a relevant field such as statistics, data science, MS preferred.
- Previous experience working for Mercy Corps (Experience with Sudan an advantage)
- Knowledge of World Bank and WFP MEL systems and processes
- At least 6-8 years of relevant experience in M&E and at least 3 years in MSD MEL
- Experience developing strategies to implement interrelated multi-sectoral studies and developing analysis frameworks to interpret their results.
- Experience with designing and managing learning activities and tools, including surveys and evaluations. Demonstrated ability to analyze data, manage data quality, and visualize/report results for varied audiences.
- Excellent facilitation and training skills, ability to train and mentor team members on complex processes and ideas.
- Good English communication skills.
